Ministry of Education improves electronic system of recruitment of teachers
The Ministry of Education intends to improve the electronic system of recruitment of teachers in accordance with international experience. This information was provided ‘ICTnews’ by the Ministry of Education of Azerbaijan Republic. According to this information, the electronic system of recruitment of teachers was initially introduced in Azerbaijan in 2008 to ensure transparency and objectivity of the process of recruitment of teachers.
In 2011-12 academic year the mechanism has been even more improved by introduction of e-declarations, e-exams, and e-posting. Despite the fact that 9,850 teachers have applied for 1,000 vacancies in secondary schools, only 10% of them were provided with jobs, and no complaints in this regard have been reported.
The Ministry of Education plans to establish the Training and Recruitment Center with a modern infrastructure in order to conduct contest for selection teachers during this academic year. The Ministry of Education jointly with the Education Problems Institute has already started implementation of the Targeted Retraining Program, within which a survey of school staffing will be conducted and teachers with double qualification will be prepared for schools.
Additionally, the teacher recruitment software will be upgraded. Information on educational background of teachers who graduated from universities and colleges in the same year in which the contest is organized will be introduced in the teacher recruitment software.
At the same time, ID numbers of teachers participating in the selection contest will be entered to the data base of the Ministry of Internal Affairs.
Two more modules will be added to the software: one for reaccepting e-applications for vacancies left, and the other one for refilling vacancies left.
The regulations on recruitment of teachers will pass trough registration in the Ministry of Justice. With the purpose to prevent unfounded job placement the rules are expected to establish a mandatory period of work of the employed teacher for 3 years. It is also planned to arrange a centralized contest on the regions of the country.
E-recruitment of teachers helps ensure transparency and objectivity of the process, at the end of the exam every teacher knows his indicators. The estimate is carried out without the presence of the human factor, and the results of the examination are sent to personal e-mail address of the candidate for the vacancy.
