Registration of motor vehicles digitized
The Cabinet Ministers of Azerbaijan has made amendments the Regulation on State Registration and Records of Motor Vehicles and their Trailers (Decision No:39 from 15 March 1999). Under the amendments, state registration, permanent record, issuance of certificates and license plates is carried out on one stop shop principle. At that, maximum period of registration was reduced from 1 day to 30 minutes, and issuance of license plates from 3 days to 1 day, while the process itself is conducted during the day without a break. Besides that, the amendments allow for submission of applications for registration, issuance of certificates and license plates via the Internet.
Payment for these services may only be conducted through a bank, post office, credit cards or the Internet. In case a vehicle is on lease or a power of attorney is granted on it, the Ministry of Justice transfers within 3 days information on such an agreement to the Ministry of Internal Affairs and re-registration of the vehicle is conducted on its basis. In order to prevent formation of waiting lines technical inspection of motor vehicles is conducted in places outfitted with special equipment.
The car owner can electronically apply to the relevant state bodies, which are responsible for the state vehicle registration, issuance of certificates of registration, as well as to issue a state registration of the car numbers.
The ‘Electronic queue’ control system regulates the order of acceptance of electronic applications, determines car owners’ turn for registration and informs car owners about the date and time of registration. The state body, which is responsible for registration of motor vehicles, placed on the e-services section of its official website a list of documents required for a state registration of motor vehicles.
This section also has electronic application forms, which must be filled out and submitted electronically by car owners via the Internet. The applicant must electronically submit the filled application and scanned copies of other documents to the state body.
If an official working at the state body feels suspicion about authenticity of any of scanned copies of documents, he either checks at the data base of the relevant state body, which issued this document, or asks the car owner to present the original of the document. In case a vehicle is on lease or a power of attorney is granted on it, the Ministry of Justice transfers within 3 days information on such an agreement to the Ministry of Internal Affairs and re-registration of the vehicle is conducted on its basis.
