The Azerbaijani Communications and IT Ministry did its best for the transition to a seven-digit numbering system to pass without any problems to end users, the ministry said. According to the information ,the old format will be used by late 2011 to use the new format smoothly. The transition became possible thanks to full electronification of the telephone network of the country. A plan has been prepared in connection with the use of a seven-digit numbering system. At present, the Ministry has already informed the International Telecommunication Union (ITU ). It will send information on Azerbaijan 's transition to the new format to all members of this organization. The introduction of the time-based fees for phone calls will be the next action after the transition to a seven-digit numbering system, the ministry said. The subscribers are informed about using a new format by Aztelekom, through a network of telecommunications nodes, post offices, television, etc. Earlier, 66 area codes were used. A new version provides for using 10 area codes. For example, Nakhchivan will use only area code 36 , Ganja - 22, Sheki - 24, etc. For the first time , the Azerbaijani Communications and IT Ministry has included the area code 26 in the database for the Nagorno-Karabakh region. The new area code will be recognized when dialing from around the world. While making calls in the direction of the Nagorno-Karabakh region , the caller will be notified (in three languages - Azerbaijani, Russian and English)that the calls in this area are temporarily unavailable because the territory is under occupation.Previously, the calls in this area remained without any response . It was also indicated that this number does not exist. The ministry did its best to keep the subscriber number of the user. At present, almost 90 percent of subscriber numbers in the regions and villages are preserved.
According to the minority, a new format for dialing is specified in the table:
