What did Azerbaijan discuss at the international conference?
As we already reported, the XV International Conference "PKI-Forum Russia 2017", organized by the Ministry of Telecom and Mass Communications of the Russian Federation, was held in St. Petersburg on September 12-14. About 300 representatives from Russia, Poland, Kazakhstan, Belarus and other countries took part in the forum.
Azerbaijan was represented at the event by the representative of the Data Processing Centre of the Ministry of Transport, Communications and High Technologies, the head of the National Certification Services Center Arif Mailov and an employee of the ministry Fuad Mushtagov.
Arif Mailov informed the forum participants about the work done and the results achieved by the National Certification Services Center.
Upon returning from Russia, Arif Mailov shared with us his impressions of the conference.
- Mr. Mailov, what topics were discussed at the conference?
- 35 presentations were made and 3 round table sessions were held in 5 sections of the forum. The main topics of this year’s forum were the normative and legal regulation of certification centers’ activities, legal aspects of electronic document management in the Russian Federation, application of innovations in public key infrastructure technologies (integration of blockchain with public key infrastructure technologies) and the exchange of international experience on mutual recognition of electronic signatures between countries.
Within the forum, a joint meeting on the topic of "Dialogue with the Regulator" was held. During the meeting, open discussions were held between the National Certification Services Center and the Ministry of Telecom and Mass Communications of the Russian Federation. In the Russian Federation, regulatory functions in the field of electronic signature are performed by the Ministry of Telecom and Mass Communications.
- Were any presentations on the areas of implementation of electronic signature made?
- At the plenary session of the forum, head of the Scientific and Technical Complex for Information Society Technologies of JSC NIIAS Andrey Galdin made a presentation on the prospects for application of electronic signature technologies in railway transport. He proposed to implement electronic signature and electronic document management in the Europe-Russia-China international railway.
6 presentations were made in the first section. Most of the presentations were about the development of legislation in the field of electronic signature and electronic document management. During the second section of the forum, discussions on promising public key infrastructure technologies were held. Other presentations were devoted to mutual recognition of electronic signatures (eIDAS, UNCITRAL) between countries.
- What was the topic of your presentation?
- Presentations on the development of cryptography standards were made in the fourth and fifth sections of the forum. During this section, I made a presentation on the topic "Development of the public key infrastructure and the status of a new generation identity card project in the Republic of Azerbaijan".
- What conclusions can be drawn from the results of the conference?
- The participation of specialists from the Ministry of Transport, Communications and High Technologies in international PKI forums, which are held annually in the Russian Federation and Europe (Poland), is of great importance in the context of the rapid development of the sphere of cryptography. The mutual recognition of electronic signatures between countries and the intensive development of application of e-signature recognition systems in electronic cross-border transactions across the world makes it necessary to build a "bridge center" at the National Certification Services Center. Also, in order to develop Azerbaijan’s middleware software for next-generation chips, we should help our specialists to receive necessary training abroad.
