USA loses the opportunity to influence global Internet governance


The contract of the Corporation on management of domain names and IP addresses (ICANN) with the U.S. Department of Commerce and the National Directorate of information and communication expired on October 1, the Financial Times reports.
 
The end of the contract means that the execution of the technical functions of the Internet, administration of Internet address space (IANA) is fully transferred under the control of the international community, and the United States are deprived of the theoretical possibility to control the management of the global network.
 
Before October 1, ICANN was bound by its obligations with the U.S. Department of Commerce, is now processing requests for changes in the root database of names and IP addresses of the Internet will implement the internal structure of the organization. It will include representatives of authorities of all countries that are members of the governmental Committee of ICANN, as well as employees of the Internet industry and web users.
 
Previously, the online community has approved the scheme of global network management on the principle of multistakeholderism — this model involves the participation of all stakeholders from around the world. ICANN has developed a plan, but in 2015, the U.S. Department of Commerce insisted to extend the contract for another year.
