According to this information, all reforms to be implemented in future in the sphere of taxes are reflected in the ‘Concept for the development of services rendered by tax administrations to taxpayers’.
This document envisages activities related to the organization of prophylactic measures against accrual of tax debts, improvement of the tax appeal system, improvement of services rendered to taxpayers, expansion of application of e-services, simplification of tax payment process, and other activities. ‘As part of these activities, the Ministry of Taxes has improved navigation on a new version of its web-site.
The ‘Video-guide‘ section of the web-site, which provides internet users with audio and video materials, operates in Azerbaijani, Russian and English languages. The ‘Tax Appeal Counsel’ section allows taxpayers to appeal electronically to the Tax Appeal Council.
The new ‘Where to transfer taxes and state resources’ section allows taxpayers to search for requisites of the bank accounts to which they must pay taxes and fees.
The ‘Video-reception of Citizens’ section allows users to get in touch with high ranking officials from the Ministry of Taxes. Besides that, since 2011 tax registration of physical persons has been conducted in electronic form.
All documents related to discontinuation of activity of physical persons, discontinuation of operation of brunches, registration of VAT, opening of bank account, resumption of operation, discontinuation of operation of legal entities, and applications are prepared in electronic form. Taxpayers are informed about their tax debts through voice and text messages sent to taxpayers’ mobile phones.
Measures are currently being taken to promote non-cash payment systems and enlighten the population on using pos-terminals. A booklet containing information on advantages of making non-cash payments via payment cards and POS-terminals as well as manuals for operating various systems of non-cash payments has been prepared, published in 30,000 copies and sent to tax administration for distributing among taxpayers.
Besides that, in 2011 the Ministry of Taxes added to its software a new search system and the ‘Question-Answer’ section in order to raise efficiency of the Telephone-information service – ‘195’. A new software was also developed to register phone calls, receive reports and conduct analyses.
