“See, Use, Create!” mobile apps development contest announced


The Data Processing Centre of the Ministry of Transport, Communications and High Technologies has announced "See, Use, Create!" contest for development of mobile applications using open government data.  
 
The purpose of the contest:
 
- Development of new mobile applications using data from Open Government Data Portal of the Republic of Azerbaijan (data.gov.az).   
- Ensuring convenient use of open government data, provision of support for social-oriented and innovative ideas and promotion of startup projects.
 
The terms of the contest:
 
- You can participate in the contest on your own or as part of a team. (The number of team members must not exceed 5 people).
-  You must use at least one piece of data from Open Government Data Portal for developing an application.
- The materials presented should not violate the intellectual property rights of physical persons and legal entities.
 
Evaluation Criteria:

The final score = 3xS+2xF+2xT+2xD+2xM

In case contestants get equal final scores, the preference will be given to the contestant who gets more points for a higher criterion. (The criteria are ranked in the table according to their superiority).
 
The prize fund of the contest:
Ø 1st place - 2000 AZN
Ø 2nd place - 1500 AZN
Ø 3rd place - 1000 AZN
 
Ø Within the "Microsoft BizSpark" project, participating students will get Microsoft's desktop applications, server solutions and cloud capabilities.
 
Ø The authors of two projects that are of interest to the High Tech Park will have an opportunity to use an office in the incubation center free of charge for 6 months. 
 
Ø Each contestant who presents his mobile applications in accordance with the requirements will be given an electronic signature certificate.     
 
Those who wish to participate in the "See, Use, Create!" contest must register at Open Government Data Portal (data.gov.az) as from 13.11.2017 and must send the materials they prepared for the contest, including the source code of the application, the working application and files containing the presentation of the application, to the organizing committee via the portal before 25.11.2017, 23:59 hrs. 
 
On 26.11.2017, the contestants will make presentations of their mobile applications in front of the jury.   
 
The announcement of the results of the contest and the awarding of the winners will take place within the framework of the "Bakutel-2017" exhibition.
