According to him, the Ministries of Health and Internal Affairs have created an infrastructure for integrating the ‘Electronic Health Card System of Citizens’. ‘An optic communication has been established between our Ministry and the Ministry of Internal Affairs. This new infrastructure allows us to access the electronic information base of the Ministry of Internal Affairs and to get information on citizens by entering numbers of their ID cards. Within the integration activities the Ministry of Internal Affairs plans to get citizens’ medical certificates, which are necessary for preparation of ID cards, from the ‘Electronic Health Card System of Citizens’.
E-service is currently being created in the Ministry of Internal Affairs, and in the near future, the registration of medical certificates will be carried out online. Citizens will not need to apply to medical institutions for medical certificates, which citizens must present to the Ministry of Internal Affairs for obtaining their ID cards or driving licenses. It will be enough to enter the number of citizen’s medical certificate to the registration system.
All information on certificates will be stored in the Ministry of Internal Affairs data base. Information about blood group, color of eyes, and other private information, required by the Ministry of Internal Affair for the preparation of such documents as ID cards and driving licenses will be obtained automatically through this new information system without any outside interference.
The required information will be directly transmitted from our database to the Ministry of Internal Affair’s data base through entering codes of ID cards into the information system. Measures are being implemented now to improve the process of exchange of information between the two ministries.
The information system of the Ministry of Justices has also been connected the ‘Electronic Health Card System of Citizens’. By using this system the Ministry of Justice gets from our database information on newborn children and it uses this information for preparing birth certificates. This system helps the Ministry of Justice to timely provide citizens with birth certificates,’ Ch. Asadzade said.
Citizens will use electronic medical certificates to obtain ID cards and driving licenses
