According to him, infants born in maternity hospitals and hospitals’ delivery rooms, in which an Electronic Health Card System has been introduced, undergo initial registration, and information on them is introduced into the information system.“The pediatric polyclinics access the information system to obtain information required for registering infants. If the child, for some reasons, was born outside the maternity ward, his/her registration will be carried out by pediatric policlinics.
Policlinics sends an electronic inquiry to the Public Health and Reforms Centre of the Ministry of Health for each infant registered at the maternity hospital. Then, policlinics provide the legal owner of the child with an electronic health card issued by the Card Personalization Centre. Each plastic card is fitted with a microprocessor chip containing information. The information allows the holder of the card to receive high-quality, quick and more effective medical treatment. If the child, for some reason, was not provided with an electronic health card, all the required information about his/her health can be obtained from the information system.
Note that application of Electronic Health Card System ensures the improvement of control system of citizens’ health state and operative creation of information bank on persons’ health by making proper electronic registers. The health card system applied by the Ministry of Health allows the existence of electronic information system focusing on personal, medical and insurance information. Data included to the health card system is collected in the information center of the Ministry of Health.
Data in the health card system (medical history, examination, treatment, medicines used currently, inoculations, future health insurance etc.) allows card holder to examine operatively and exactly.
This is an information meeting modern standards. Information containing in the card may be read and changed at the registration departments of the hospitals, laboratories, in ambulances in the near future, drug-stores etc. via specific equipments connected to the computers.
Electronic Information System covers medical institutions servicing children contingent in the first stage. Here includes all the maternity homes and departments, children’s polyclinics and hospitals in the Republic.
