Information and administration system of State Employment Service to be improved
Azerbaijan Government together with The World Bank continue to implement the ‘Social Protection Development Project’. The instructions on ‘Creation of Information and Administration System for the State Employment Service’ have been developed according to the requirements of the project’s fist component entitled ‘Reforms in the Labor-Market’.
This information was provided to ‘ICTnews’ by the Public Relations Department of the Ministry of Labor and Social Protection of Population. It was mentioned in the information that during the presentation of the instructions the Minister of Labor and Social Protection of Population, Fizuli Aleskerov said that the project played an important role in the implementation of modern reforms.
The first component of the Project involves reforms in the social sphere implemented in collaboration with international organizations. Increase in quality and quantity of manpower reserves is an important factor that insures the stable and dynamic economic growth.
The Ministry of Labor and Social Protection signed an agreement with Great Britain’s ‘MHC International’ organization, according to which ‘MHC International’ will provide assistance to the State Employment Service of the Ministry of Labor and Social Protection in implementing the ‘Improved Employment Service’ and the ‘Creation of Information and Administration System for the State Employment Service’ projects. Such international experts as Michael Hopkins, John Lorans and William James who possess wide experience in the relevant spheres will take part in the realization of these projects.
The projects will be implemented under the leadership of professor Michael Hopkins who worked at the International Labor Organization for many years, participated in many of the World Bank’s projects, read lectures on economy and labor market in a number of prestigious universities of the world.
The ‘Improved Employment Service’ and the ‘Creation of Information and Administration System for the State Employment Service’ projects aim at enhancing services related to job searching, labor market, small businesses, consulting services and ets.
The activities done in this sphere will strengthen the institutional potential the Ministry of Labor and Security Protection and the State Employment Service possess, and this will help unemployed people to find jobs within a short period of time. At the same time, new effective employment services will be created in the country. The projects also envisage conducting of trainings for the employers of the State Employment Service, and testing of project programs in Baku, Ganja cities and Goychay region.
Within the projects analyses of advanced international experience and strategies in the sphere of employment services has been conducted starting from July 2010 up to now. Methods of implementation of this strategies in Azerbaijan were analyzed, trainings in different European countries were organized and instructions for unemployed persons were developed.
Besides that, Action plan and Concept for the integration of the disabled persons into the Labor market, the draft law on Social Organizations as well as the model of information and administration system for the State Employment Service have been developed.
