MDI automates e-service connected with providing special permission products included in Export Control List


The Ministry of Defence Industry of the Republic of Azerbaijan has partly automated its electronic service connected with providing special permission for the export of products, services, works and intellectual property included in the Export Control List. This information was provided to ICTnews by the Ministry of Defence Industry (MDI).  According to MDI, the Export Control List includes the equipment which can be used for producing ammunitions and defence technologies.

If the presented documents don’t have any faults, and there are no reasons for rejecting them, MDI gives a 15-day permission to the applicant starting from the registration date. The applicant is given a permission based on the decision made  by the special commission, established in the ministry.

This interactive service can be used by physical persons and legal entities free of charge. Name and address of a legal entity, as well as the  type of economic activity that it intends to carry out in a foreign country and for which it asks a special permission must be indicated in the application. 

Physical persons must indicate their names, surnames, patronymic names, ID information and a type of economic activity for which they ask for a special permission in the application.  Besides the application, documents, which are required for obtaining a special permission, include information about the end user of the product, technical classification of the product, copy of the contract and certificate of product origin and etc.

After accepting the filled application form, the Ministry registers it its information system. The Ministry considers the request and gives reply to the applicant. If the Ministry discovers any faults in the submitted documents it informs the applicant about them within 5 days starting from the date of acceptance of the application.

The applicant should eliminate the faults and resubmit the documents, which will be reviewed within 5 days after their acceptance.  In special cases the presented documents can be sent to a certain agency to learn an expert’s  opinion.  In case the Ministry refuses to give a special permission to the applicant, the latter will receive  written information about reasons of this refusal within 10 days starting from the date of acceptance of the documents. Any disputes related to the service must be resolved within the existing legislation.
