Government and special state communication rules approved
The Cabinet of Ministers of the Republic of Azerbaijan passed a resolution approving "Rules for using government communication" and "Rules for using special state communication."
The rules, defining the usage of the government and special state communications, were prepared based on Close 7.1 of the President of the Republic of Azerbaijan’s decree No: 583 on "Some issues related to the government and special state communications" Under the "Rules for the government communication" only the officials provided with access to the government communication services have the right to use the government communication.
The official can use the government communication for holding confidential conversations. The government communication can also be used for holding confidential conversations with heads of various state organizations that are located in CIS countries.
To do this, the official needs to contact to the duty operator of the government communication station by dialing "0" and place an order for a telephone call. Installation, replacement, repair, disconnection and removal of telephone sets and other devices can only be carried out by the technical staff of the Government Communications Unit of the Ministry of National Security of the Republic of Azerbaijan. Measures insuring technical protection of information communicated via the government communications’ telephone sets are jointly implemented by the technical staff of the Government Communications Unit of the Ministry of National Security of the Republic of Azerbaijan and the technical staff of the state organization in which the official works.
The officials, who fail to follow the requirements, outlined in these rules, might be disconnected from the government communication. Special state communication can only be used by the officials provided with access to the special state communication services. Installation, relocation, repair, disconnection and removal of the special state communications’ telephone sets can be carried out only by the technical experts of the Special Communication and Information Security State Agency.
It is forbidden to connect the special state communication lines to a concentrator or other communication devices. Measures insuring technical protection of information communicated via the special state communication’ telephone sets are jointly implemented by the technical experts of the Special Communication and Information Security State Agency and the technical staff of a state organization in which the official works.
Only telephone sets with special codes can be used for holding confidential conversations via the special state communication network. The officials, who fail to follow the requirements, outlined in these rules, might be disconnected from the special state communication.
