Grants awarded to startuppers
The winners of the 6th grant competition held by the State Fund for the Development of Information Technologies under the Ministry of Transport, Communications and High Technologies of the Republic of Azerbaijan were awarded today.

By decision of the Fund’s Supervisory Board, Chingiz Rahimov (project "Virtual Surgery" - 29000 AZN), Royal Amrahov ("I am ready for school" - 16000 AZN), Samir Habibli (“Sletti” - 15000 AZN), Chingiz Mehbaliyev (www.joinb2b. com - 14000 AZN) and Namig Gadirov ("Smart toys" - 11000 AZN) were announced winners of the grant competition.
Speaking at the ceremony held in the High Tech Park of the Ministry of Transport, Communications and High Technologies, Minister Ramin Guluzade noted that Azerbaijan constantly pays attention and supports innovative ideas, intellectual entrepreneurship and startups. As a result, in recent years the startup ecosystem in the country has developed even more and projects that can enter the global market have already been formed.
The Minister stressed that over 100 projects have been financed by the state through grant competitions held by the State Fund for Development of Information Technologies.
"903 innovative and applied scientific and technical projects were submitted to 6 grants competitions held earlier. Grants were allocated to 117 of them. 20 projects, the implementation of which is completed, commercialized and, continuing to function, took their place in the market. I believe that the grants allocated by the Fund play an important role in the creation of startuppers’ personal businesses. "
The Minister also noted that the favorable conditions have been created for startuppers who are residents of the High Tech Park Incubation Center.
"One of the important elements of creating a startup ecosystem is investment. To date, financing of startups in our country has been carried out mainly by the state. I believe that the time has come to increase the role of the private sector in this area. In the near future we will bring potential investors together to finance startups. Most likely, it will be an organization in the format of the Investors' Club. In general, we are trying to get our startuppers to look for alternative sources of financing."
The Minister also stressed that the main purpose of holding such events is to support innovative entrepreneurial activities, intellectual business, stimulate innovative and research projects and develop modern infrastructure, provide financial support to small and medium-sized businesses, as well as facilitate the attraction of domestic and foreign investments in this area.
It was noted at the event that the State Fund for Development of Information Technologies organize grant competitions to finance innovative and applied scientific and technical projects in the field of information and communication technologies (ICT). In the next - the 6th grant competition of the Fund, 149 projects were presented, 138 of which successfully passed the stage of primary examination. 39 projects passed the stage of comprehensive expertise and were submitted to the Supervisory Board. Based on the results of the voting of the Supervisory Board members, it was decided to finance 5 projects that meet all the criteria of the grant competition.
As to the projects that have won the grant competition, one of the winners of the competition - the project "Virtual Surgery" serves to develop a more accurate and effective model of surgical operations using modern technologies.
Thus, 3D-format of examinations of CT (computed tomography) or MRT (magnetic resonance tomography) and the virtual planning of the surgical procedure is transferred to a special holographic device.
After that, the surgeon, putting on augmented reality glasses, places information from his computer into the operating field using special software. Thus, the surgeon, along with realistic imagery of the operating area, acquires radiological imaging of invisible anatomical structures in 3D format.
The goal of the project "I am ready for school" is to accelerate the intellectual development of preschool children (3-6 years), provide them with entertaining education, full readiness for school and more efficient use of technological devices.
One of the winners of the competition - the mobile application Sletti – establishes a digital connection between the interpreter and the listener, digitally synchronizes the entire translation process. The project combines two areas of functionality - "Translation for events" and "Private translation".

The main goal of the project "Smart Toys" is to create conditions for children's entertaining education and improving the knowledge of their native language.
At the end of the event, the winners of the competition expressed satisfaction with the conditions created for the implementation of innovative projects in our country and noted that the funds allocated by the Ministry of Transport, Communications and High Technologies play a big role in turning their ideas into business.
