Roundtable on “Electronic Identification in e-Commerce: Opportunities and Challenges” held


On November 30, 2018, a roundtable on the topic: “Electronic Identification in e-Commerce: Opportunities and Challenges” was held jointly by the State Fund for Development of Information Technologies under the Ministry of Transport, Communications and High Technologies, the Data-Processing Centre, and  the Small and Medium Business Development Agency.  
 
The roundtable discussed issues related to the application of electronic identification in e-commerce, the experience of the European Union in this area, compliance with the EU standards and the ways of solving problems arising in this area.     
 
Speaking at the event, Deputy Minister of Transport, Communications and High Technologies Elmir Velizade noted that serious measures have been implemented in the field of e-signature and that as a result of this work, a seven-fold increase has been observed in the field of e-commerce in our country.     
 
The deputy minister stressed that a number of measures have been taken by the Ministry of Transport, Communications and High Technologies towards the formation of a digital ecosystem that would facilitate the expansion of e-commerce.
 
“Special attention is given to the creation of an up-to-date infrastructure that would enable the development of e-commerce. As a result of this, the Azerbaijan Post has already started functioning as an international transit mail center. Today, e-commerce products ordered from China are brought to Azerbaijan and after being processed by Azerpost as transit mail, they are then delivered to around 20 countries across the world. I would like to note that while the popular trade platforms located in the US and China are being used most of all, the local platform are also being increasingly used.”  
 
Elmir Velizade said that an e-signature is one of the important components in e-commerce transactions.  
 
"Today, the National Certification Services Center, created by the ministry, provides enhanced e-signature certificates to the business sector and citizens. Work is now underway on mutual recognition of e-signatures between Azerbaijan and Turkey. As a ministry, we are interested in the recognition of our e-signatures by other countries, including the European ones. In this context, the e-signature legislation has been developed in Azerbaijan based directly on the European directives. The work on the new project is underway,” the deputy minister added.
 
Speaking at the roundtable, Acting Executive Director of the State Fund for Development of Information Technologies Azer Bayramov noted that e-commerce is one of directions of development of innovative business in the country.   
 
“The Ministry of Transport, Communications and High Technologies has taken a number of effective steps towards the development of e-commerce. The State Fund for Development of Information Technologies of the Ministry of Transport, Communications and High Technologies attaches particular importance to projects and startups operating in the field of e-commerce.   
 
The Fund conducts grant competitions to finance innovative projects implemented in this area,” he said.    
 
He also noted that in order to study international experience in e-commerce, international trips are organized and global events are hosted by our country.  
 
“Note that in September this year, an international event on e-commerce – the Baku International e-Commerce Forum – was held for the first time in the CIS region.  About 400 delegates from 24 countries took part in the Forum, which was organized jointly by the European Union and the United Nations Trade and Development Organization,”  Azer Bayramov added.
 
Speaking at the event, the department head of the Small and Medium Business Development Agency Yusif Musayev noted that special attention is paid to the expansion of activities carried out by business entities in the field of e-commerce.
 
Then, the head of Information Technology Department of the Austrian Parliament Peter Reichstädter and the head of the Certification Services Centre of the Data-Processing Centre Arif Mailov made presentations at the event.    
 
Representatives of various state agencies, small and medium entrepreneurs, and startup heads took part in the interactive roundtable.
