The minister of Communication and IT in his opening speech repeated the following words said by the Head of the State during the meeting of the Cabinet of Ministers, at which results of social and economic development for 9 months of 2011 were discussed: “Very high growth was observed in the Information and Communication Sector during 9 months of this year. This sector is developing very dynamically”.
At the meeting the minister spoke about reforms carried out in different spheres of this sectors. He noted that the profits, which this sector will bring in future, will make considerable influence on development of the country’s economy.
The speaker, who delivered a report on results of works implemented by the sector during 9 months of 2011, told that in this period the growth rate at this sector made 12,4% (at telecommunication sector - 8,3%, information sector - - 38,8%, at IT sector the growth rate increased by two times).
During the reporting period, the number of subscribers reached 10 million people, the number of computers per every 100 people made 15 pcs., 60 out of every 100 people were internet users. This figure exceeds the world’s average rates by two times.
Then, heads of associations and enterprises gave their reports on this subject. Summarizing the session, the minister once again noted the high assessment the President of Azerbaijan Ilham Aliyev gave to the development of the country’s Information and Communication Sector.
The Minister assigned tasks concerning implementation of the state programs, realization of “E-government” projects, introduction of digital television, extension of banking services in the postal sector, creation of sound and competitive environment in the private sector, strengthening of control for solving problems arising in the process of implementation of “the National Strategy on Increasing Transparency and Fighting Corruption”, rising culture of rendering communication services to the population, implementation of important projects and removal of problems existing in this sector.
At the meeting the decision was taken to give licenses to «Azеrcell» and «Bakcell» operators for rendering 3G mobile communication services.
At the same time, relevant structures of the Ministry and 3 mobile communication operators were ordered to prepare proposals on introduction of the most up-to-day “4G” mobile communication services in line within technical and legal norms.
