The monitoring was held by "Transparency Azerbaijan" Anti-corruption Public Union, "Constitution" Researches Fund and Information and Cooperation Network of Anti-corruption NGOs to monitor the implementation state of Presidential Decree on "Some measures for organizing electronic services of state structures" signed on 23 May 2011.
During the monitoring held with the support of OSCE Baku Office, the implementation level of tasks defined in the Decree was investigated and a report was made in this regard.
Head of the economy and environment department of the OSCE Baku Office Yan Olsson, in his speech during an event held for the monitoring results, noted that the OSCE attaches a special significance to the development of electronic government and electronic services to order to prevent corruption.
Noting the OSCE will increase attention on this sphere next year, Olsson said that a special platform will be created with the participation of social and state structures to combat corruption.
Head of the "Constitution" Researches Fund Alimammad Nuriyev noted that one of the main objectives of the Azerbaijani government is to intensify struggle against corruption. E-government and e-services are one of the main tools to reach this goal.
Noting the significance of the Presidential Decree on "Some measures for organizing electronic services of state structures" signed on 23 May 2011, President of the Foundation to Promote Entrepreneurship Sabit Bagirov said that this Decree founded a new stage of management and culture.
Briefing on the results of the monitoring, the foundation president said that the results of analyses showed that majority of 41 state structures to offer e-services have done some work but main part of the work has not been done yet.
The Taxes Ministry, State Social Protection Fund and State Migration Service and amongst state structures who have done a lot in this sphere.The event ended up with discussions over the topic and comments and suggestions for the extension of e-services.
