ITU examines Azerbaijan’s proposal for new orbital position

The International Telecommunication Union (ITU) is considering a request by the Ministry of Communications and Information Technologies of Azerbaijan for a new orbital position 62 degrees east longitude for the Azersat C satellite system, the Ministry of Communications and Information Technologies reported.

An application to the ITU for this orbital position was filed in 2011.
"Presently, the ITU is considering Azerbaijan 's application and preparing coordination requirements", Mr Abdullayev said.

As it is known, Azerbaijan applied for orbital positions for satellite systems 43.2, 58.5 and 95.9 degrees east longitude. Deployment of telecommunications services (television, internet, radio, international communication, etc.) is planned at these orbital positions.

To coordinate satellite assignment, the ITU introduced Azerbaijan to a list of countries whose satellites will also be placed on these positions.

Coordination issues have been already resolved with Belgium, Spain, Norway, Vietnam and Australia. An agreement with Greece has been reached on many aspects. Most of these issues have reached agreement with Ukraine and Kazakhstan. Presently, negotiations with Korea, Italy, Russia, Turkey and Monaco are under way by correspondence.

Azerbaijan shall, within the next four years, fully resolve issues of the satellite position coordination of the the Azerspace national satellite with satellite systems of 35 countries.

Before a country can create a satellite system, the ITU requires it to publish the main characteristics of the system, and assists in conducting agreements with owners of adjacent satellite communications systems whose interests are affected by this.  In order to launch a satellite into orbit, these parameters must be followed.

If the satellite is not put into action in established terms, unrealized orbital-frequency resource is canceled by the ITU and enters into a common pool of resources for coordination for other satellite systems recorded in that position.
