The main purpose of this priority was to develop the process of voluntary observation of tax legislation based on the principle of mutual cooperation between tax administrations and tax payers.
From this point of view, our main goals are the expansion of e-services applications, simplification of tax payment process, application of electronic payments, application of prophylactic measures against emergence of tax debts, improvement of services rendered to tax payers and etc.,’ told ‘ICTnews’ head of the Department on Services to Taxpayers Elchin Mammadov. According to him, during the preparation of this concept the main accent was made to the enlightenment of tax payers.

We as organization rendering services to taxpayers realize the burden of responsibilities that falls on our shoulders, and we always try to do our work operatively by taking innovative approach. T
he Ministry of Taxes has improved navigation on a new version of its web-site. The ‘Video-guide‘ section of the web-site, which provides internet users with audio and video materials, operates in Azerbaijani, Russian and English languages. The ‘Tax Appeal Counsel’ section allows taxpayers to appeal electronically to the Tax Appeal Council.
The new ‘Where to transfer taxes and state resources’ section allows taxpayers to search for requisites of the bank accounts to which they must pay taxes and fees. The ‘Video-reception of Citizens’ section allows users to get in touch with high ranking officials from the Ministry of Taxes. Besides that, since 2011 tax registration of physical persons has been conducted in electronic form.
All documents related to discontinuation of activity of physical persons, discontinuation of operation of brunches, registration of VAT, opening of bank account, resumption of operation, discontinuation of operation of legal entities, and applications are prepared in electronic form. Taxpayers are informed about their tax debts through voice and text messages sent to taxpayers’ mobile phones.
Now, the Ministry is working hard to complete transition of the process of filling out and submitting documents and applications to electronic form. He added that in 2012 the Ministry plans to continue broadcasting ‘Vergi’ program in the regions in order to enlighten the population on various tax-related issues. In future we also plan to create an intellectual club under the Ministry of Taxes.
Young people show great interest to intellectual games. The club will be initially formed at the ‘Azerbaijan’ University, and then we will seek to register it at the International Clubs Association for intellectual games. In future we plan to regularly organize championships, international tournaments and other activities.
