Philippines rolls out e-scorecard for local government

The government departments of the Philippines have teamed up to implement the latest version of e-scorecard project that is used to determine the level of performance and development of local government units (LGU) in the country. The project, dubbed Local Governance Performance Management System (LGPMS), will be used by The Department of Interior and Local Government (DILG), Department of Health (DOH) and the Department of Tourism (DOT). Managed by the DILG’s Bureau of Local Government Supervision, LGPMS is an online self-assessment; management development tool that enables LGU’s to determine their capabilities in public service delivery.
DILG secretary Jesse Robredo said LGPMS version 2.1 has now integrated the DOH’s LGU Scorecard on Health and the DOT’s Local Tourism Statistics and serves as a common guide in generating performance information on local governments. “The LGPMS can now serve as a common platform of national government agencies to generate information about how local governments perform in specific areas,” he said.
The DOH LGU Scorecard shall be used to determine which LGUs need interventions to uplift the quality of their health services, while the local tourism statistics will help the DOT focus on developing the local tourism industry.
Among the national reports developed by the LGPMS are the annual e-State of Local Governance Report, State of Financial Report, and the e-State of Local Development Report. These reports serve as feedback mechanisms to determine what resources are needed by the LGUs and where they are needed. “This tool is very useful for government planners and policy makers as it serves as a benchmark for development planning, program performance review and administrative guidance, and as a tool for policy research and development,” said Robredo. The LGPMS Version 2.1 has been rolled out to provinces, cities and municipalities, and is on data gathering stage. The DILG, DOH and DOT expect the results by mid-August this year
