According to Mammadov, this decision was made at the last meeting of the Board of the Ministry, which took place in early November.
"Mobile operators and other concerned organizations will prepare the necessary proposals, which, I suppose, in a short period of time will be estimated and it will contribute to their early implementation," Mammadov said. "All innovations contribute to the increase in the number of services provided by operators."
According to Mammadov, an "Electronic Azerbaijan" State Program is under implementation in the country and the availability of modern telecommunications infrastructure will create an opportunity for citizens to gain access to electronic services, and electronic signature everywhere.
Mammadov highlighted the importance of the availability of third-generation network in anticipation of the song contest "Eurovision-2012" to be held in Baku.
"The Ministry is ready to fully support the company in implementing such innovations." Mammadov said "Providing 3G services by all operators in Azerbaijan will substantially increase the number of Internet users both in the capital and in remote settlements of the country."
