Dear Secretary-General, we congratulate you on your re-election to the International Telecommunication Union. We would like to know what progress has been made in the ICT field over the past four years?
Thank you for your sincere congratulations. As you are aware, ITU is responsible for ICT technologies and services. Our goal is to provide people with access to these services globally. Over the last decade, we have made great achievements all over the world, but despite this, we still face challenges. Because, half of the world's population still do not have access to these services.
Next Plenipotentiary Conference of ITU is being held in Dubai. What is the importance of this conference?
This conference is the highest level conference of the ITU in the past four years. We have invited all participants, members, partners, and especially our member countries to develop this strategic plan. At the same time, extensive discussions and important decisions will be adopted on the improvement of technology, as well as the expansion of opportunities for the population to utilize advanced technologies and the development of available resources for the population in some areas where the ICT benefits cannot be utilized. 193 member countries of the ITU are participating in this event. The meeting will open up new opportunities for the ICT industry in the next four years and beyond.
Mr. Secretary-General, Azerbaijan is one of the active members of the ITU. How do you assess the work carried out in ICT field in our country?
Personally, I closely follow the activities carried out in the field of ICT in Azerbaijan. Your country has made numerous achievements in this area and has contributed to the development of ICT at the international level with the initiative of creating the Trans-Eurasian Information Super Highway. Azerbaijan is doing useful work to support the development of ICT in the Eurasian region as well as in other parts of the world. We highly appreciate the very active participation of Azerbaijan in ITU's activities and know that Azerbaijan as a member of the ITU Council actively cooperates with Council members in order to eliminate some problems. At the same time, Azerbaijan actively participates in ICT events in recent years, and hosts major events in this area. We hope that Azerbaijan will be re-elected to the ITU Council. Additionally, Azerbaijan has presented its highly qualified experts for election to the ITU Radio Regulation Board. In addition to above said, I would like to emphasize that we appreciate the great support of the President of Azerbaijan in achieving such great achievements.

As we reported earlier, today Houlin Zhao was re-elected Secretary-General of the International Telecommunication Union (ITU). It should be noted that ITU is a UN specialized agency on information and communication technologies.
