Workshop on “Big Data in Public Administration” held

A workshop on “Big Data in Public Administration”, organized jointly by the Ministry of Transport, Communications and High Technologies and consulting company McKinsey, was held.
 
The workshop was dedicated to such topics as the introduction of big data in public administration, their management, their importance in the decision-making process, as well as the contactless and flexible provision of services to citizens by government agencies.
 
In his opening remarks, Deputy Minister of Transport, Communications and High Technologies Elmir Velizade spoke about the significance of the event. Saying that digital development is one of the key issues of the modern era of the country, the Deputy Minister noted that in the near future activities in the field of big data will be expanded. “Steps are being taken and will be taken in our country in the field of widespread adoption of digital technologies, improving infrastructure, including the creation of data centers and the use of artificial intelligence technologies in the field of data processing and personnel training. The open data portal has been operating in our country since 2015. This resource contains more than 650 open data of 9 government agencies in 11 categories, on the basis of which several applications have already been developed. The TIER III level data center under the ministry with its capabilities and services can also contribute to the collection and processing of big data in the country,” the Deputy Minister said.
 
In turn, Deputy Chairman of the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan Jeyhun Salmanov spoke in detail about the importance of data analytics, work done in this area by the state agency, and future plans. He noted that since the establishment of ASAN service, special attention has been paid to the importance of making decisions based on the data and the formation of such a culture. The Deputy Chairman noted the importance of such events in terms of focusing on the challenges of data analytics.
 
Then, the representative of consulting company McKinsey Sinan Koksoy made a speech. He spoke about studying the experience and recommendations of foreign countries on analytical research of big data and application in management. He   also informed the participants about advanced analytics.
 
At the panel session of the workshop, head of the Innovation and Digital Development Department of the Ministry of Transport, Communications and High Technologies Rashad Azizov made a presentation on the topic “Big Data in Digital Development”.
 
Rashad Azizov stressed the role of the Big Data in digital development, noting that digital development processes and transactions cannot be made without the analysis of big data. “Analytical analysis of Big Data is closely related to Artificial Intelligence and machine learning. Artificial Intelligence and machine learning expands Big Data application, converting data from raw materials to information and knowledge presents to the government and business. Therefore, it is expedient to take into account the model Big Data – Artificial Intelligence – Machine Learning in strategic documents for digital development.” He also noted that Big Data analytics requires a great deal of computing power and most government agencies, as well as small and medium-sized businesses do not have such an opportunity. “The Government Cloud project and the infrastructure are being currently implemented at the Data Center of the Ministry of Transport, Communications and High Technologies on the instructions of Mr. President, will make it possible to provide Big Data-based services”.
 
AzInTelecom LLC deputy director Jeyhun Aliyev said that if earlier entrepreneurs or government agencies stored data in archives and folders, now they are transferred to digital media. According to him, as the volume of data grows, their storage capacity should also increase. Big Data reflects large amounts of data in their logical sense. The storage and processing of big data requires not only a large amount of memory, but also a powerful infrastructure that has the ability to perform calculations. The cloud service provider Azcloud operating under the data center of AzInTelecom by offering just such solutions, along with storing user information in accordance with international standards, also provides computational capabilities with high reliability.
 
In their speeches, representatives of McKinsey Ankit Bisht and Borko Handjiski spoke about the world’s best practices and emphasized the importance of using big data in public administration.
