MDRS was created in the Data Processing Center (DPC) of the Ministry of Communications and Information Technologies (MCIT) in accordance with the “Rules of Mobile Devices Registration” approved by the decision № 212 of the Cabinet of Ministers of the Republic of Azerbaijan dated December 28th, 2011.
We would like to mention you that since March 1, 2013 country’s mobile operators have been entering the IMEI numbers of mobile devices used in Azerbaijan into a central database system. Prior to the launch of the registration system, IMEI numbers of all mobile devices used in the network will be considered as registered and they will operate freely in the network.
After the launch of the registration system IMEI numbers of each mobile device imported into the country for personal purpose (with SIM cards of country’s mobile operators), should be registered within 30 (thirty) days from the date of its connection to the network.
The rules do not apply to mobile devices of tourists and visitors coming to Azerbaijan and benefiting from roaming services through SIM cards of foreign operators. That is, they are free to use devices working with SIM cards of other countries’ operators.
Note that users can check the IMEI number of their devices by visiting the recently launched www.imei.az site, where they can also get more detailed information about the mobile devices registration system.
The creation of MDRS is one of the series of activities carried out within the framework of the “Year of information and communication technologies”.
The purpose of mobile devices registration is to provide mobile devices’ users with comfortable usage conditions, to prevent the import of low-quality mobile devices of unknown origin (also known to the public as “pirate”) not meeting the technical standards and emitting electromagnetic radiation harmful to human body, to raise the level of awareness and competitiveness of manufacturers.
At the same time, the registration system makes it impossible the usage of lost mobile devices in the network. Based on the request of the owner of lost mobile device to the registration center the use of this device in the republic is stopped in a short period of time and stolen mobile device becomes a useless thing.
At the same time, registration system prevents the use of mobile devices illegally imported into the country.
