He said that from now on, the process of acceptance of applications for target social assistance and allocation of target social assistance will be carried out in a more simplified form via the E-government portal. Citizen’s average monthly income, expenses and his overall living conditions will be evaluated based on the data that will be obtained from information resources of more than 22 state agencies and will cover the period of 12 months, starting from the date of acceptance of the application.
“Necessary technical equipment is being installed in all post offices to enable people to apply electronically for target social assistance. During the initial stage, information kiosks will be installed in 30 post offices in Baku and in central post offices in 40 regions of the country. One information kiosk has already been put into operation at the Baku Central Post Office. The ministry will continue carrying out activities for the successful implementation of the new system. Anyone who has internet access can avail himself of this service using a computer or mobile device,” Elmir Velizadeh said.
Deputy Minister of Labor and Social Protection of Population Ilgar Rahimov also spoke at the event. He said that as part of the successful realization of the decree of the President of Azerbaijan Ilham Aliyev dated February 23, 2015, the implementation of the Single Electronic Application and Allocation Sub System on target social assistance had started in the republic. “The new system will make the process of acceptance of applications for target social assistance and allocation of target social assistance fully automated and transparent.
Citizens will be able to apply for target social assistance electronically using their computers or mobile devices. They will also be able to apply for target social assistance via the website of the Ministry of Labor and Social Protection of Population, using the “Application for target social assistance” electronic service.
At the same time, as an alternative, citizens who have difficulty in making electronic applications will be able to apply for target social assistance at post offices. To that end, post offices were provided with special equipment and workers who will render necessary technical assistance to citizens. These workers must possess certain knowledge and skills for that. And they will obtain necessary knowledge and skills through the participation in this training,” he said.
Then, the Head of the Information Technologies Department of the Ministry of Labor and Social Protection of Population Elnur Mejidov provided the gathering with practical information on how citizens should apply electronically for target social assistance via the Single Electronic Application and Allocation Sub System and which responsibilities employees of post offices should fulfill in this regard. Elnur Mejidov also answered training participants’ questions.
Also, within the training, a test examination was held to check the skill levels of training participants. In future, such trainings for employees of post offices will be held in all regions of the republic.
Postal workers participate in training on provision of public services in area of electronic application for target social assistance
As part of the implementation of the Single Electronic Application and Allocation Sub System on target social assistance, a training workshop for employees of Baku post offices was organized jointly by the Ministry of Labor and Social Protection of Population and the Ministry of Communication and High Technologies.
