The Ministry defined concrete measures for execution of the decree, and developed an activity plan for coordinating works carried out in this direction by various state bodies.
First of all, within this activity plan “Rules on rendering e-services by General Executive Committees” and “Exemplary Administrative Regulations” projects were prepared in order to improve rendering e-services with application of ICT to state bodies, physical persons and legal entities.
Also types of electronic services to be rendered by General Executive Committee in specific fields were defined on the bases of analysis of offers received from them and were carried out according to the international experience.
These documents, after being agreed upon accordingly, are submitted to the Cabinet of Ministers of Azerbaijan Republic. Works connected with arranging of services rendered by The Ministry of Communication and IT and its subjects into electronic format were implemented according to Paragraph 2.
Works related to acceptance of appeals in electronic form for rendering various services in the fields of telephone communication, internet, mail, in which people are interested, were carried out.
E-service sections were created in the websites of the Ministry of Communication and IT and its associations and organizations. One of the sections contains the list of documents required for introduction of electron services.
Acceptance of documents, which will be presented in electronic form, from persons who applied to the e-services section and interactive application forms for sending them confirming notification were prepared. Connections were made to electronic payment systems in order to make payments through electronic payment services.
